IMMEDIATE Position-Finance Manager / Chief Accountant (single-handed, full finance function)

Location-Doha, Qatar (head office + workshop; occasional site visits and Saudi coordination)

Fleet-Tipper trailers, cement bulkers, cranes, wheel loaders, telehandlers, flatbed & low-bed trailers
Systems-100% Excel-based — no ERP. Candidate must be able to run full accounts on Excel
Salary-QR 10,000 per month (all-inclusive) + statutory benefits
Growth-Role carries full Head of Finance responsibility. Title and package reviewed after 12 months on performance

1. Purpose of the Role
To take full ownership of the company’s finance function — books, cash, banking, costing, statutory compliance and management reporting — and to convert the existing Excel records into a disciplined monthly closing and cost-control system that shows Management the true profitability of every truck, every crane, every client and every division.
The title is Finance Manager / Chief Accountant, but the responsibility is that of a Head of Finance. The right candidate will effectively be running the finance side of a QR 40 million business on their own.
2. Key Responsibilities
Accounting & Books of Account
•Maintain complete books on Excel: journal, general ledger, sub-ledgers, trial balance
•Monthly closing within 10 working days of month end
•Cash book, petty cash imprest control, cash custodian verification
•Post-dated cheque (PDC) register — issued and received
•Prepare monthly P&L, Balance Sheet and Cash Flow for each entity and consolidated
•Maintain a proper chart of accounts and cost-centre structure (per vehicle / per division)
Banking & Treasury
•Daily bank position; monthly reconciliation of all bank accounts with documented reconciling items
•Manage bank relationships; facility documentation, renewals, security
•Vehicle / equipment finance and lease schedules — EMI tracking, interest and principal split, balances, early settlement calculations
•Bank guarantees, LCs and performance bonds for clients and tenders
•Working-capital planning: 13-week rolling cash forecast so Management always knows the cash position
Accounts Payable
•Supplier invoice control with three-way matching: LPO ? GRN / job card ? invoice
•Payables ageing report and supplier statement reconciliation
•Weekly payment run proposal to Management with priority ranking
•Diesel, tyre, spare parts, workshop sub-contractor and hire-in supplier accounts
•Advance payments, retentions and supplier credit-note tracking
Fleet Cost Control (the core of this role)
•Per-vehicle monthly P&L: revenue, driver salary & OT, diesel, tyres, maintenance (head & trailer), documents, fines, allocated overhead, net profit per unit
•Diesel cost control: diesel as % of revenue per truck per month, variance investigation, pump / card reconciliation, leakage and theft detection
•Tyre costing: cost per tyre, brand-wise performance, km / hours per tyre, tyre issue register by vehicle
•Cost per km / per ton / per trip / per crane hour — maintained and updated for pricing
•Idle-unit reporting with the cost of idleness quantified
•Breakdown analysis: downtime days, repeat-failure units, repair-vs-replace recommendation
Workshop & Store Control
•Control the workshop store: inward GRN, material issue vouchers against job card and vehicle number, no issue without documentation
•Stock valuation (moving average), min / max re-order levels, slow-moving and obsolete parts report
•Monthly physical stock count with variance report signed by storekeeper and finance
•Oil, lubricant, filter and safety-item consumption tracking per unit
•Monthly store spend report split by parts / tyres / safety / oil, and spend per truck
•Cross-check external workshop and sub-contract repair bills against job cards
Fixed Assets
•Vehicle-wise fixed asset register: chassis no., plate no., cost, purchase date, supplier, finance details
•Depreciation schedule and monthly depreciation posting
•Insurance register and renewals; Istimara renewals; permits; insurance claim recovery follow-up
•Disposal, trade-in and gain / loss on sale calculation
•Annual physical verification against the register
Statutory & Compliance — Qatar
•Income tax return filing on the Dhareeba portal and annual tax card renewal
•Withholding tax (WHT) computation, deduction and filing
•Coordination with external auditors — full audit file, schedules, confirmations, audit closed on time
•Retention / contribution and tax clearance certificates for client payments
•Financial documentation for tender pre-qualification (audited accounts, turnover certificates, bank references)
Saudi Arabia Entity Support
•Coordinate the accounts of the Saudi (Riyadh) operation
•ZATCA VAT (15%) returns and e-invoicing (Fatoora) compliance, Zakat filing, GOSI
•Inter-company reconciliation between Qatar and Saudi entities
•Cross-border cost tracking for units transferred between operations
Management Reporting
Deliver, without being chased, a monthly reporting pack containing:
Consolidated and division-wise P&L (Tipper / Bulker / Crane / Equipment / Trading)
Per-unit profitability with best and worst performers highlighted
Diesel % of revenue trend
Client revenue share and concentration
Receivables and payables ageing
Cash flow actual vs forecast
Budget vs actual with variance explanation
Loan / EMI position and asset schedule
Plus daily / weekly operational reports: daily driver trip revenue, daily diesel, weekly collection status.
Commercial Support
•Rate build-up and costing for tenders and new contracts — never quote below full absorbed cost
•Evaluate new truck / crane purchase decisions: IRR, payback, lease vs buy
•Support Management on pricing, credit decisions and contract terms
•Identify cost leakages and drive savings with measurable targets
Systems Improvement
•Rebuild and standardise the current Excel workbooks into a controlled, linked, protected reporting system
•Introduce basic internal controls: approval limits, segregation of duties, document numbering
•Prepare and lead a future migration to accounting software (Tally, Zoho, Odoo or similar) when Management decides
Team
•Supervise and develop accountants, storekeeper, timekeeper and document controller
•Set weekly task lists and review output quality
3. Candidate Requirements
Mandatory
Education-Bachelor’s degree in Commerce / Accounting / Finance
Experience-Minimum 8 years total accounting experience, of which at least 3 years as Chief Accountant or Finance Manager handling books independently
GCC experience-Strongly preferred
Industry-Mandatory: transport, logistics, fleet, heavy equipment rental, crane hire, or construction plant
Level held-Has independently handled complete accounts up to finalisation for a company of QR 20–60 million turnover
Excel-Advanced — pivot tables, VLOOKUP / XLOOKUP, SUMIFS, Power Query, dashboards, linked workbooks. Must pass a practical Excel test
Qatar compliance-Hands-on with Dhareeba income tax filing, WHT, WPS payroll and external audit
Language-Fluent English (written and spoken)
Visa-Transferable visa with NOC, or on visit / cancelled visa. Immediate to 1 month joining preferred
Preferred
•Professional qualification: ACCA / CMA / CA / CPA / CIMA (full or part-qualified) or MBA Finance
•Working knowledge of Arabic (banks, ministries, Dhareeba, local suppliers)
•Exposure to Saudi ZATCA VAT and e-invoicing
•Experience moving a company from Excel to accounting software
•Valid Qatar driving licence
•Experience with bank facility and asset finance documentation

•Hands-on and self-driven — no assistant to delegate to on day one
•High integrity; will handle cash, cheques and supplier relationships
•Willing to walk into the workshop and the store, not only sit in the office
•Able to challenge operations staff on cost and hold firm with suppliers
•Detail-obsessed on reconciliation, but able to summarise for the Owner in one page

Audit file prepared and audit closed. Tax filing on schedule. Documented savings identified in diesel, tyre or maintenance spend
5. Ongoing KPIs
•Monthly accounts closed within 10 working days — every month
•Bank reconciliations completed by the 5th of the following month — zero unexplained items
•Receivables days (DSO) reduced by an agreed target
•Diesel % of revenue and maintenance cost per unit tracked and reduced
•Statutory filings (tax, WHT, WPS) — 100% on time, zero penalties
•Audit completed with no material qualification
•Store stock variance within an agreed tolerance
6. Package
Salary-QR 10,000 per month all-inclusive (basic + accommodation + transport allowance)
Working days-6 days per week, Saturday–Thursday
Leave-As per Qatar Labour Law — annual leave with return air ticket
