Job Summary

We are looking for an experienced HSE Officer with a strong background in water treatment plant projects and prior experience working on Ashghal (Public Works Authority) projects in Qatar. The successful candidate will be responsible for implementing and monitoring health, safety, and environmental requirements at the project site and ensuring compliance with company, client, and Qatar regulatory standards.

Key Responsibilities

• Implement and monitor the project Health, Safety & Environmental (HSE) Plan.
• Conduct regular site inspections, safety audits, and risk assessments.
• Ensure compliance with Ashghal HSE requirements, project specifications, and applicable Qatar regulations.
• Monitor safety activities associated with water treatment plant and infrastructure works.
• Conduct toolbox talks, safety inductions, and HSE training for employees and subcontractors.
• Identify unsafe conditions and practices and recommend appropriate corrective actions.
• Investigate accidents, incidents, near misses, and environmental incidents and prepare reports.
• Ensure proper implementation of Permit to Work (PTW), JSA/JHA, risk assessments, and method statements.
• Monitor PPE compliance, work-at-height activities, confined spaces, lifting operations, excavation, electrical works, and other high-risk activities.
• Coordinate with project management, engineers, subcontractors, and client representatives regarding HSE matters.
• Maintain HSE records, inspection reports, incident reports, training records, and other required documentation.
• Support emergency preparedness, drills, and response activities.
• Promote a strong safety culture across the project workforce.

Requirements

• Minimum 5 years of HSE experience in construction/infrastructure projects.
• Mandatory experience in water treatment plant projects.
• Previous experience working on Ashghal projects in Qatar is mandatory/preferred.
• NEBOSH IGC Certificate is mandatory.
• Good knowledge of HSE procedures, risk assessments, method statements, and site safety practices.
• Strong understanding of Qatar construction HSE requirements and client standards.
• Good communication and interpersonal skills.
• Ability to work independently and effectively in a site-based environment.
• Immediate joiner is highly preferred.
