High-Rise & Mid-Rise Building Construction

Job Overview

 The HSE Engineer will be responsible for implementing, monitoring, and enforcing Health, Safety & Environmental policies and procedures across high-rise and mid-rise construction projects.

Key Responsibilities

Develop, implement, and monitor project-specific HSE plans.

Ensure safe systems of work for high-risk construction activities.

Monitor safety for working at heights, scaffolding, formwork, tower crane operations, lifting activities, excavation, and confined spaces.

Monitor subcontractors and ensure compliance with HSE requirements and procedures.

Conduct regular site inspections, safety audits, and workplace monitoring.

Identify hazards and recommend appropriate corrective and preventive actions.

Incident Management

Investigate accidents, incidents, near misses, and unsafe occurrences.

Identify root causes and recommend corrective/preventive measures.

Prepare and maintain incident investigation reports.

Follow up on corrective actions to prevent recurrence.

Maintain accurate incident and safety records.

Training & Safety Awareness

Conduct safety inductions for new workers and staff.

Conduct toolbox talks and regular safety awareness programs.

Provide training on site-specific hazards and safe work practices.

Promote a strong safety culture among workers, supervisors, and subcontractors.

Emergency Preparedness

Develop and implement emergency response procedures.

Conduct emergency drills and evacuation exercises.

Ensure emergency equipment and arrangements are maintained and accessible.

Coordinate emergency response activities with site management and relevant teams.

Environmental Management

Monitor compliance with environmental requirements and site procedures.

Ensure proper waste management, storage, and disposal.

Monitor dust, noise, spills, and other environmental risks.

Promote environmentally responsible practices across the project.

Documentation & Compliance

Maintain HSE reports, inspection records, permits, risk assessments, and safety documentation.

Ensure compliance with applicable HSE regulations, standards, and project requirements.

Support internal and external HSE audits and inspections.

Track and close out safety observations and non-conformities.

Qualifications & Requirements

Degree in Engineering, Occupational Health & Safety, or a related field.

Professional HSE certification such as NEBOSH, OSHA, or IOSH.

8–12 years of relevant HSE experience in construction.

Strong experience in high-rise and mid-rise building construction projects.

Good knowledge of construction safety standards, risk assessment, and safe work practices.

Strong communication, reporting, and site-monitoring skills.
